SOFTtelPay charges a service fee for each transaction. SOFTtelPay  is a separate entity providing an online payment service for the customers of ClearWater Utility Mangement Services, LLC and East Prairie County Public Water Authority.  Niether ClearWater Utility Management Services nor East Prairie County Public Water Authority keep any part of the SOFTtelPay service fee.
